to your despatch No.145A
of the 17th April, 1934, on the subject of the use of
British Cement for public works in Hong hong, I have
the honour to inform you that this Government in
calling for tenders has on no occasion specified that
foreign cement is to be used. The specification
clause inserted in the conditions of tender is in
general in the following form:-

"The cement to be used for any purpose
"specified in this contract is to be from a
"British factory or other source approved by
"the Engineer, and is to comply in every
"respect with the revised specification of the
"British Standards Committee dated November 1931".
Early in the present year arrangements
were made for calling for alternative tenders for
Government works involving the use of cement in order
that figures regarding the relative cost of British
and foreign cement might be available as a guide to
